Filing Guidelines for Insurance Companies for Automobile Insurance

Attached are bulletins and the various filing guidelines for companies licensed for automobile insurance in Ontario.

Bulletin A- 10/06 outlines filing requirements for automobile insurance rate filings and for the CLEAR rating system.  This bulletin supersedes Auto Bulletin A- 04/05, Auto Bulletin A- 10/04, Auto Bulletin A- 01/03 and Auto Bulletin A- 02/01, issued by FSCO in 2005, 2004, 2003, and 2001, respectively.

Bulletin A-04/05 outlines filing requirements to update their Canadian Loss Experience Automobile Rating (CLEAR) group tables on an annual basis and to submit filings that reflect those updates for approval. This bulletin supercedes Bulletin No. A-03/02 issued by FSCO in May 2002.

Bulletin A-10/04, outlines filing requirements for submission of rate applications for private passenger automobile insurance under the Automobile Insurance Rate Stabilization Act, 2003 (Bill 5). An Order in Council has been passed that repeals subsection 7(4) of Bill 5 to enable insurers to make applications for further rate reductions. Also includes updated risk profiles dated July, 2004 (Appendix C) which supercedes risk profiles included in Bulletin A-02/01.

Bulletin A-03/04, outlines filing requirements for rate applications for private passenger automobile insurance required under section 7 of the Automobile Insurance Rate Stabilization Act, 2003 (Bill 5).

Bulletin A-01/03 updated Technical Notes to assist insurers to prepare rate filings and to provide criteria for filing under the Respond to Market (R2M) process for 2003.

Bulletin A-06/02 outlines the elimination of mandatory inspections of private passenger automobiles and underwriting requirements.

Bulletin A-02/01 outlines the filing requirements for automobile insurance rate filings under section 410 (prior approval) and section 413 (file and use) of the Insurance Act.

Bulletin A- 09/03 outlines the underwriting rule filing requirements for automobile insurance companies."                 

Bulletin A-15/96 includes the filing requirements for endorsement rules and rates. The rate filing guidelines referenced in Bulletin A-15/96 for section 411/412 and section 413 filings have been superseded by those issued with Bulletin A-2/01.

Bulletin A-14/95 outlines the proposed revisions to automobile insurance rates for CLEAR (Canadian Loss Experience Automobile Rating).
